I would suggest going to Kailua-Kona, you can fly right there. Find a decent hotel or condo in town, it stretches along the coast several miles. use tripadvisor.com to check out places to stay. Book a bus tour with Big island tours or other tour, they'll take you all around the island and get you some great views of scenery. Price didn't seem that bad for a tour though it didn't say how long it was. But does take several hours to go around the Big Island, and well worth the trip. If you stay on Alii Drive you'll find you can walk to many places, and there are a couple of areas that are great for snorkeling. Might try to get a hotel or condo right by the snorkeling park.
While I love Hawaii, another place to consider that may fit your budget better for now is St Thomas, Virgin Islands. Great tropical island, there is local transportation available, and snorkeling and sunbathing are wonderful. We stayed in Secret Harbor condos and got a great rate, looks like a tropical paradise. But there are a number of condos and hotel complexes around the island, and all accessible by Taxi or the bus service they have. Again, Tripadvisor.com is the place to check for hotels and attractions, best travel site I have found. I never stay in a hotel without reading an actual customer review.
References :
If you don't drive, and cabs and tours are out, your options become very limited very fast.

You're pretty much talking about using the bus on Oahu to get around. Otherwise you're probably looking at a shuttle to a resort and staying put. Anything that's remote and beautiful isn't going to have good cheap public transportation to get there... because barely anybody goes there.

Anyway, I'd say your choice is:
* Oahu, and use "The Bus" to get around. You can maybe get to some scenic spots that will be good enough for you, but you might not get the the fantasy remote waterfall whatchamacallit you want, especially if Mom can't do strenuous walking.
OR
* Pick a neighbor island and find a resort around which you plan your stay. But if you really want to get out and about you're going to need to find a tour or something comparable if you're not driving. But who knows, maybe you can make friends with others with a rental car and they'll tow you along if you chip in for gas or something.
References :
Welcome to Hawaii, ok? You know, lotta people who live hea not drive, on Oahu, we got the best bus service, call it "The Bus", clever disguise, yeah? Anyway, for people who don't drive, Oahu best island to visit, ok? Now, you wanna stay where you can get to less crowded area, maybe to walk, or just take tour, so I have suggest for you and you Mom, (63 not that old, cause I in that range too), I think you should look at Turtle Bay hotel, and golf resort, on Oahu, ok? Look online at campus, nice place, good food, and not too many people, but can still get bus ride ova to resort area, or otha place onna island, if you wanna hang there for while, goto bus website, check out the cost and maybe get pass for some of time you hea, great beach for just walk along, can go pretty far, and not see too many people, ok? Down side gonna be ride form and back to airport, but get a deal onna taxi from hotel when you make reservation, they got taxi which serve their customers, also shuttle so not too bad, but bout 30 to 40 minute ride from airport to hotel, depend on traffic, but check it out, you have best of both worlds, nice quiet reasonable price hotel, not crowded beach, with convenience of bus service if you want, ok? Otha island great, like Kauai, Maui, or Big Island, but bus service not too good there, ok? You gonna be more dependent on tours, trams, and walking, ok? And, it ok with them if you don't wanna play golf, they just have good course as part of hotel, ok? Hope this help, Peace and aloha to you!
References :
kapaakid

Aloha from Maui,
Summer fares tend to be the most expensive next to the prices at Christmas time.

Seattle is a funny departure city. Often times you can get better prices than out of LAX or SFO.

As far as places to stay this can range from "CHEAP" budget properties (no a/c) from around $100.00 per night, to luxury properties from $500.00 per night for the least expensive view type.

I would strongly suggest you get a car while you are here. Otherwise you will miss out on the fun things we have here on Maui. Such as day trip to a dormant volcano, viewing the lush green valleys and waterfalls in Hana, surfing on the south side of the island, or snorkeling on the west side (south side too if the surf isn't up), etc. etc.

If your $4,000 is including airfare, car and place to stay you can stay for 10 days you can pick anything in the moderate price range and be set. If you get into deluxe or luxury properties or want a water view you might go over your budget.

As far as food we have McDonalds, Taco Bell, Wendy's and everything in between. Maui also has great local food, and fine dining too.

When it comes to tours the range from $50-500 depending on what you want to do. Helicopters will be the more expensive tour on the island, surfing lessons one of the least expensive things to do.

Luaus are about $100 with dinner, drinks and the show.

You might want to check out our FAQ page. It gives more information such as the best day of the week to travel to get the cheapest airfare, car sizes and more!

Have fun and plan early to get the best rates.

Put your thumb up and hitchhike down to Chile, here you'll find lots of boyfriends that aren't as mean and egoistic. and at least, we prefer to be with our girlfriends instead of with our mother. Your boyfriend isn't very young and I think he should be a bit more loyal. Anyway I keep my offer of bed and board if you want or if you prefer you can find cheap and good places to stay in www.arriendoenchile.cl
References :
www.arriendoenchile.cl

It all depends how well you plan it. From Seattle to Maui with 10 day hotel package should be less than $2K. (It's cheaper it you can share room with another person to lower the cost.) Another $2k for food and activities-- keep it less than $200 a day and you'll be fine..

I spend less than 3k when I went to Oahu from SFO..
References :
Get a job, save money, and go on your own vacations or pay for yourself to go with them next time. It sounds like a harsh answer but it's the only one.
